The successful candidate for this vacancy would participate in a modified work week, earning a flex day off each bi-weekly period by working additional time each day. Modified work weeks established in accordance with the CUPE Local 50 Collective Agreement and are subject to change.


POSITION FUNCTION

Provide technical guidance, input, and support to the Parks Division by conducting inspections, performing and coordinating condition assessments, supporting service delivery and lifecycle analysis, and renewal planning, all with an asset and maintenance management focus.

KEY DUTIES

Maintain the City’s operations management system for Parks related assets and their associated maintenance activities.
Contribute to the development of long-term asset strategies and assist in developing and reporting on service levels and standard operational procedures.
Coordinate reporting on maintenance programs for Park assets; conduct inventory updates, data analysis, condition assessments and asset lifecycle planning.
Establish field surveys, inspections, and data collection assignments in conjunction with asset management objectives.
Assist with the preparation of Park annual operating and capital work plans and preparing the five-year capital budget.
Research, analyze, and produce plans, drawings, digital maps, reports and recommendations related to Park asset management.
Gather, organize and present information related to asset management for Park operations.
Liaise with other City departments in the development and support of GIS/asset management and Park asset planning.
Provide technical assistance and guidance to Park staff on preventative and reactive maintenance tasks.
Perform related work as required.

Work is assigned by the supervisor.
Work is reviewed through reports and meetings with the supervisor.

KEY SKILLS AND ABILITIES

Understand and apply the principles, methods and practices of landscape/parks management, design, construction, infrastructure maintenance, and asset management relative to municipal Park operations.
Advanced knowledge and experience of current City word processing, spreadsheet, and related specialty software, including Cartegraph.
Ability to provide technical guidance and advice to users.
Research and analyse needs and facilitate meetings and workshops.
Represent the City to the public and outside agencies.
Establish and maintain effective working relationships.
Create procedural documentation.
Maintain accurate records.
QUALIFICATIONS

Formal Education, Training and Occupational Certification:

Technical School Diploma. (2 years)
Courses in database management, asset management, and/or GIS considered an asset.
Current and valid Class 5 BC Driver’s License.

Experience:

4 years of related experience related to park planning, maintenance management, asset management, mapping and GIS, or an equivalent combination of education and experience.

OTHER:

May be requested to substitute in a more senior position.
